Network of old buildings now below street level, as well as a variety of caves and tunnels connecting them under the streets of the Seattle Metroplex. Concentrated in the downtown district, the Underground is basically a district unto itself, if not a whole separate city. Following the brutal massacres of the night of rage, Orks and Trolls who had taken refuge in the Underground simply remained there. Each time the city tried to send in law enforcement or even troops they suffered heavy losses from the Undergrounders’ defenses with little to show for it. Eventually even the Seattlegov came to accept the lawless enclave in their midst, as leaving them alone seemed to cause less trouble than attempting to oust them. By 2072, some tourism and trade takes place between the surface and underground, but always on the undergrounders terms. Control of the area is split between Mayor Onetusk and his guardians, who favor more economic development and integration with the surface, and Ragehawk and his Scorchers who still harbor a violent resentment of the surface and reject any efforts to turn away from the Underground’s autonomy.
